Those kits have everything that you need in order to fix the chip. Generally, the kits consist of an epoxy or resin that you can inject into the chip. The epoxy or resin acts as a filler and will fill in the chip. The kit may also come with some kind of film that you should put on the chip as the resin or epoxy cures. Your windshield is actually a laminate, with two pieces of glass with adhesive sandwiched in between.

The resin or epoxy in the DIY kit will not only fill up the chip, it will also make sure that any air spaces that may have shown up in between the two pieces of glass because of the chip will also be filled in. It may take some work for you to get all the epoxy or resin down into the lamination so that it stays nice and solid and safe.
